Water that cannot leave a lot before the first hard freeze is the most expensive thing on the property, and on old lakebed clay it has almost nowhere to go.
The Ground Under an Oshkosh Lot Does Not Drain
The soils mapped across Oshkosh and the towns around it are not forgiving. The USDA official series description for the Oshkosh series puts 60 to 85 percent clay in the control section and rates permeability slow or very slow. The Poygan series, common on the old lakebed flats, is classed poorly drained, formed in clayey till on ground moraine with slopes of 0 to 3 percent, and carries a seasonal perched high water table within one foot of the surface for long periods in most years.
Read that as a drainage budget rather than trivia. Rain landing on a lot is not soaking away through the subgrade in any useful time. It leaves across the surface, it leaves through the inlets, or it sits. Where Water Goes Wrong on a Commercial Lot
Standing water rarely shows up where the original design expected it. It shows up where the pavement settled, where a plow blade scraped a high spot down, or where something got blocked. Walking the property twenty minutes after a heavy rain, with a phone camera and the date, is the cheapest diagnostic available.
- Birdbaths in drive aisles, usually settlement over a soft spot in the base or an old utility trench
- Flat spots at a catch basin rim, where the structure has settled and the pavement around it has not, or the reverse
- Ponding at the low end of a parking bay, where sediment has built a shallow dam along the curb line
- Water running past an inlet instead of into it, because the grate is buried under mulch, leaves or windblown sediment
- Sheet flow across the building apron, where the heaviest wheel loads and the worst freeze exposure meet
- Soft or alligatored pavement within a few feet of a structure, which is a base failure rather than a surface problem
September and October Are When a Catch Basin Silts Up
Fall decides how a lot drains in January. Leaf litter, seed, landscape mulch and the sediment washing off every island and edge all arrive in the same eight weeks, and Oshkosh averages 31.59 inches of precipitation a year, much of it the steady autumn rain that floats debris into a grate and leaves it there.
A sump half full of sediment still passes water on a mild October afternoon. It does not pass water during a February thaw, when the only route for meltwater is a two inch gap between ice and a plugged grate. Clean the sumps and clear the grates while the surface is still open, because once the ground locks up nothing on this list gets fixed until March.
What Trapped Water Does Between December and March
Frost reaches 18 inches below the pavement around December 22 in an average Winnebago County winter, and the frozen road declaration holds until about March 4. For those ten weeks, water sitting in a crack or a base void freezes, expands, and has nowhere to go but into the pavement around it.
Salt makes that water more aggressive. Winnebago County applied 6,132 tons of road salt and 1,004,628 gallons of salt brine to its routes in the 2024-25 season. Every vehicle turning off those routes carries brine onto the lot and drops it where it parks, and a low spot that holds water also concentrates what was dissolved in it. Fixes That Actually Change Where the Water Goes
Sealer is a wear layer and a water barrier over sound pavement. It is not a grading tool, it will not fill a birdbath, and asking it to solve ponding wastes a coat. Order the work by what each step actually does.
Cracks come first. Anything wider than a quarter inch is a direct route from the surface into the base, and closing those before the freeze keeps water out of where it does the most damage. Shoulder season is also when cracks sit open widest, which is exactly what crack filling wants.
Where pavement has already failed around an inlet or inside a ponding area, a saw-cut asphalt patching repair with a rebuilt base is what restores the slope. Putting Drainage on a Calendar
Two inspections a year cover most of this. In fall, clean the sumps, clear the grates, fill the cracks and photograph every spot still holding water an hour after a rain. In spring, after the thaw, look at what heaved and get patching scheduled before the coating window opens.
That window is narrow and set by temperature, not preference: sealer goes down when pavement and air are above about 50 degrees F, with 24 hours above 50 after application and no rain for 24 to 48 hours. Drainage repairs have to be finished before that window, not squeezed into it. Running one calendar across several properties on a two to three year rotation, through asphalt maintenance plans, keeps a ponding area from becoming an April emergency, and that order of operations is the reasoning behind any honest scope for asphalt sealcoating work across Oshkosh and Winnebago County.
