Why Do Oshkosh Driveways Crack and Crumble So Fast?

Three local forces work on every unsealed driveway in Winnebago County: dozens of freeze-thaw days each winter, glacial lake clay under the base, and months of salt and brine.

Freeze-thaw: the count that matters

Water gets into an unsealed crack, freezes, expands, and pries the crack wider. Then it thaws, more water gets in, and it repeats. How many times per winter is the local number. The NOAA 1991-2020 normals for Green Bay, home of the National Weather Service office that covers Winnebago County, show 152.3 days a year with a low at or below 32 degrees F, but only 66.2 days when the high also stays at or below freezing. The difference, roughly 86 days, is how often the pavement crosses the freezing line within a day. Those days do the damage.

WisDOT's frozen-road guidance explains the rest. Frost reaches 18 inches below the pavement on an average date of December 22, and the frozen period ends around March 4. When the thaw comes, in WisDOT's words, the moisture cannot drain downward due to the frozen soil below, and that trapped moisture creates instability in the pavement structure. The state posts spring weight restrictions from March 9 to May 9 on average; a driveway base is weakest in those same weeks.

The old lakebed under your base

Oshkosh sits on the floor of Glacial Lake Oshkosh, which filled the flat lowland west and south of Lake Winnebago as the Green Bay Lobe of the last ice sheet advanced and melted away. Its bed is the second local force. The USDA's Oshkosh soil series formed in a thin mantle of loess over clayey lake deposits; its control section averages 60 to 85 percent clay with less than 10 percent fine sand or coarser, and its permeability is rated slow or very slow. The Poygan series, formed in clayey till nearby, is poorly drained with a seasonal perched water table within one foot of the surface for long periods in most years.

A residential driveway is six to ten inches of aggregate base under two to three inches of asphalt. Here, that base sits in a clay bathtub. Water that gets through a crack stays in the base, freezes there, and heaves. Reading the cracks

The Asphalt PASER manual, published by UW-Madison's Local Technical Assistance Program for rating local roads, ties each crack pattern to a cause. The same patterns show up on driveways from the Fox River to Black Wolf.

  • Alligator cracking: interconnected cracks forming pieces about 1 to 6 inches across, caused by fatigue under traffic loading and very often by inadequate base or subgrade support. On lakebed clay, that means a saturated base.
  • Edge cracking: cracks within one foot of the edge, from insufficient shoulder support, poor drainage or frost action. Common where a driveway meets lawn with no curb.
  • Transverse cracks: straight cracks across the driveway from temperature movement and the hardening of asphalt with age.
  • Potholes and raveling at the apron: the strip by the street that catches plow blades, salt and brine.

Salt season

The third force is chloride. In the 2024-25 season, Winnebago County applied 6,132 tons of solid salt, or 8.9 tons per lane mile, plus 1,004,628 gallons of brine, per WisDOT's annual winter maintenance data. The county scored 47.05 on WisDOT's winter severity index against a statewide 54.4, a milder winter than average, with 43.8 inches of snow on county routes. The City of Oshkosh's snow and ice policy says the city spreads salt for most deicing, adds abrasives at very low temperatures, and notes that salt is only 20 percent as effective at 20 degrees as at 30.

Research funded through a U.S. DOT university transportation center found that chloride deicers such as sodium chloride, calcium chloride and magnesium chloride, combined with freeze-thaw cycles, cause debonding of the asphalt binder from the aggregate. That debonding is raveling: loose stone and a surface that sheds. Sealer is the sacrificial layer that takes the salt instead of the binder. On your own driveway, the Wisconsin DNR says a 12-ounce coffee mug of salt treats a 20-foot driveway, and that salt does little once pavement drops below 15 degrees.

Why crack filling before winter is the highest-value step

All three forces need water in the crack to work. Cut the water off and freeze-thaw has nothing to expand, the clay base stays drier, and brine stays on the surface where sealer sheds it. The PASER manual says to seal cracks more than 1/4 inch wide, because filling and sealing cracks reduces moisture penetration and prevents further subgrade weakening. A pavement rated 7 on its 10-point scale calls for routine crack sealing; a 5 or 6 calls for a sealcoat.

Timing matters. Hot rubber crack filling goes in best in the shoulder months, spring or fall, when cracks are open and the rubber can be driven into a routed channel. October, when a sealcoat is already a gamble, is prime crack-filling weather. Do that, and the driveway reaches December 22 sealed against the ten weeks of frost that follow.

When sealer is the wrong answer

Alligator cracking that flexes underfoot means the base has failed, and no coating fixes a base. Those areas need saw-cut removal and hot mix through asphalt patching, or a rebuild if the whole slab moves. Sealing over a flexing section buys a few months of black. A contractor offering crack filling and sealcoating across Oshkosh and the surrounding towns should say so plainly and scope the patch first, the crack fill second, the seal last.
